Emergency Operations Center and Civic Center Project
Project Overview
The Phelan Piñon Hills Community Services District (PPHCSD) has applied for federal grant funds to construct a new Emergency Operations Center (EOC). The Federal Emergency Management Agency (FEMA) administers these funds in conjunction with the California Office of Emergency Services (Cal OES). The EOC is intended to benefit the local community and the resilience of the State.
This will be the first and only EOC in the community which can be utilized by multiple agencies, including the County Sheriff's Department, CalFire, County Fire Department, CERT, local school districts, and State and Federal entities. The facility will also be utilized by PPHCSD which oversees the community's potable water system that delivers safe drinking water and fire suppression water throughout the service area.
This project is important for the communities of Phelan and Pinon Hills who are in a high-risk wildfire zone, and are frequently without power due to Southern California Edison's Public Safety Power Shutdown program. In addition, portions of the community reside in FEMA flood hazard zones. The entire community is also situated in a very highly seismically active area, along the San Andreas Fault which is approximately 5 miles to the southwest of the area in the San Bernardino mountain range.
Project Location
The EOC will be located at 9535 Sheep Creek Road, Phelan, CA within the new PPHCSD Civic Center building. Sheep Creek Road leads to CA-138 to the south and CA-18 to the north. The EOC will be centrally located to the community and nearby to both the fire department and police.
