The Engineering Department of the Phelan Pinon Hills Community Services District offers a range of services to both customers and internal departments, focusing on technical matters related to infrastructure in four key areas:

The department is responsible for planning new facilities in accordance with the District's Rules and Regulations, administering the District's water master plan, and maintaining technical standards and drawings. It develops and oversees the Capital Improvement Plan (CIP) from design through construction phases. Additionally, the department manages and improves the District's GIS system, which provides comprehensive water system data through a geographic interface for field assets and facilities. This GIS system is also instrumental in supporting field staff with facility maintenance and customer service.
